The following is the text of an advertisement relating to the proposed regulations that was placed in the Age newspaper on Friday 10 October 2003.

NOTICE OF PROPOSED PUBLIC
RECORDS REGULATIONS 2003 AND
REGULATORY IMPACT STATEMENT

In accordance with the Subordinate Legislation Act 1994, notice is hereby given with respect to a proposal to promulgate the Public Records Regulations 2003, pursuant to the Public Records Act 1973, the responsible minister for which is the Minister for Victorian Communities, The Hon. John Thwaites MP.

The reason for the proposed statutory rule is to maintain the integrity of the public records system administered by Public Record Office Victoria (PROV).

The key objectives of the proposed statutory rule are to:
(a)    set conditions under which members of the public may inspect public records and use facilities provided by PROV; and
(b)    set conditions and fees for the making and copying of public records and any other services provided by PROV.

A Regulatory Impact Statement (RIS) for the proposed regulations has been prepared in accordance with the Subordinate Legislation Act 1994. The RIS concludes that regulations should be implemented in substantially the same form as the current Public Records Regulations 1992, which are due to expire in November 2003.
In accordance with Government policy, it is proposed to update fees to accommodate cost recovery for the services provided by PROV. The RIS also concludes that it is necessary to maintain a number of provisions regarding the use of PROV facilities and the management of public records generally.

A copy of the RIS, including the proposed statutory rule may be obtained through PROV, down-loadable from the following website:

www.prov.vic.gov.au

or by visiting one of the PROV reading rooms:

Melbourne Archives Centre
Level 2, Casselden Place,
2 Lonsdale Street, Melbourne

Ballarat Archives Centre
Level 1, State Public Offices,
Cnr Doveton and Mair Streets, Ballarat

PROV invites public comments or submissions with respect to the proposed statutory rule. Submissions may be forwarded to PROV by 5 pm, Thursday 6 November 2003, addressed as follows:
