Regulations
The current Public Records Regulations will soon expire and new ones
will be put in place.
A Regulatory Impact Statement has been prepared and it, along with the
proposed regulations, is available for comment until 6 November 2003 as follows.

NOTICE OF PROPOSED PUBLIC
RECORDS REGULATIONS 2003 AND
REGULATORY IMPACT STATEMENT
In accordance with the Subordinate Legislation Act 1994, notice
is hereby given with respect to a proposal to promulgate the Public Records
Regulations 2003, pursuant to the Public Records Act 1973, the responsible
minister for which is the Minister for Victorian Communities, The Hon. John
Thwaites MP.
The reason for the proposed statutory rule is to maintain the integrity
of the public records system administered by Public Record Office Victoria
(PROV).
The key objectives of the proposed statutory rule are to:
(a) set conditions under which members of the public
may inspect public records and use facilities provided by PROV; and
(b) set conditions and fees for the making and copying
of public records and any other services provided by PROV.
A Regulatory Impact Statement (RIS) for the proposed regulations has been
prepared in accordance with the Subordinate Legislation Act 1994. The RIS
concludes that regulations should be implemented in substantially the same
form as the current Public Records Regulations 1992, which are due to expire
in November 2003.
In accordance with Government policy, it is proposed to update fees to
accommodate cost recovery for the services provided by PROV. The RIS also
concludes that it is necessary to maintain a number of provisions regarding
the use of PROV facilities and the management of public records generally.

PROV invites public comments or submissions with respect to the proposed
